Release external sub-company report templates

Only STANDARD templates are available to external subcontractors with their own organization. Therefore, they cannot create an Excel list.

This also means that I cannot tell them what their reports should look like, etc.

Currently, only project reports can be released. However, I do not see the restriction that external subcontractors cannot see this report.

Either it is released to the project and ALL have the template assigned to the project. Or you should have the option of making the templates available to the members of the project.

The current situation is neither clear nor practicable. Please change or improve it.
